In the first month of 2020, the number of those employed in the province continued to advance.
Although a single month may not represent a trend, the increase in the number of unemployed and the unemployment rate in January 2020 may prove to be problematic over the remainder of the year.
In the final quarter of 2019, the consumer remained reluctant to open their wallet, with year-to-date retail sales and new motor vehicle sales in decline despite employment growth and the province's population reaching an all-time high.
Led by apartment starts, construction activity saw a rebound in January 2020 (after an exceptionally weak 2019). Building permit data remains soft, with only commercial building permits in recovery.
Meanwhile, wholesale trade and restaurant receipts are up, international exports and manufacturing sales are down, and the rate of increase in average weekly earnings is staying slightly ahead of inflation.

In the final quarter of 2019, the consumer remained reluctant to open their wallet, with year-to-date retail sales and new motor vehicle sales in decline despite employment growth and the province's population reaching an all-time high.
Led by apartment starts, construction activity saw a rebound in January 2020 (after an exceptionally weak 2019). Building permit data remains soft, with only commercial building permits in recovery.
Meanwhile, wholesale trade and restaurant receipts are up, international exports and manufacturing sales are down, and the rate of increase in average weekly earnings is staying slightly ahead of inflation.

Total average year-to-date employment in Saskatchewan was up 0.7% or 3,900 positions in January 2020 over the same period in 2019.
- Year-to-date employment was up over the same period in 2019 in Agriculture (600), Manufacturing (3,400), Finance, insurance, real estate and leasing (1,100), Professional, scientific and technical services (900), Educational services (2,800), Information, culture and recreation (3,600), Accommodation and food services (1,400), Other services (2,500), and Public administration (3,200).
- Year-to-date employment was down in Resource Extraction (-1800), Utilities (-1200), Construction (-6300), Wholesale and Retail Trade (-3500), Transportation and warehousing (-1300), Business, building and other support services (-900), and Health care and social assistance (-500).
The average year-to-date unemployment rate increased from 5.8% in January 2019, to 6.2% in January 2020. Year-to-date, the average number of unemployed is up from 35,200 in January 2019 to 37,800 in January 2020 or 2,600. With employment advancing by 3,900 positions, employment growth did not keep pace with increases in the numbers of those actively seeking employment.
Year-to-date November 2019 average weekly earnings were up 2.5% over November 2018.
- Sub sectors that posted increases were: Goods producing industries (3.5%), Mining, quarrying, and oil and gas extraction (6.9%), Manufacturing (3.7%), Non-durable goods (4.8%), Durable goods (3.6%), Service producing industries (2.3%),Trade (0.8%), Retail trade (2.5%), Transportation and warehousing (7.4%), Information and cultural industries (3.5%), Real estate and rental and leasing (0.04%), Professional, scientific and technical services (5.0%), Administrative and support, waste management and remediation services (5.3%), Educational services (0.2%), Education special (0.6%), Health care and social assistance (5.4%), Arts, entertainment and recreation (2.6%), Accommodation and food services (4.5%), Other services (except public administration) (2.4%), and Public administration (2.2%).
- Sub sectors that posted decreases were: Construction (-0.2%), Wholesale trade (-1.7%), Finance and insurance (-1.1%), and Management of companies and enterprises (-13.2%).

- Sub sectors that posted increases were: Used car dealers (23.4%), Gasoline stations (2.7%), Health and personal care stores (2.4%), Grocery stores (2.3%), General merchandise stores (0.1%), and All other (1.4%).
- Sub sectors that posted declines were: New car dealers (-4.1%), Furniture and home furnishings stores (-2.0%), Electronics and appliance stores (-25.6%), Building material and garden equipment and supplies dealers (-3.8%), Clothing and clothing accessories stores (-5.0%), Sporting goods, hobby, book and music stores (-2.7%), and Beer, wine and liquor stores (-2.0%).
November 2019 year-to-date new motor vehicle sales were down -3.1% from November 2018. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were down -0.8%, while New passenger cars sales were also down -17.1%.
November 2019 year-to-date restaurant receipts were up 1.1% over the same period in 2018. Within restaurant receipts, Special food services (0.4%), Full-service restaurants (1.7%), and Limited-service eating places (2.3%) increased. At the same time, declines were noted in Drinking places (alcoholic beverages) (-13.7%).
November 2019 year-to-date retail trade was down by -0.7% over the same period in 2018.

Construction employment declined throughout 2019 with weak housing and residential building permit activity. In the first month of 2020, this trend is continuing. Year-to-date January construction employment is down by 6,300 positions or 14.1% from the same period in 2019.
Bouncing back from a dismal 2019, total year-to-date housing starts in January 2020 are up by 105 units or 77.2%. Year-to-date increases were observed in apartment and other types (120 units or 363.6%). Year-to-date declines were noted in singles (-5 units or -7.8%), semi-detached (-6 units or -75.0%), and row (-4 units or -12.9%).
December 2019 year-to-date building permits are down -12.9% over the same period in 2018. Sub sectors that posted increases were limited to: commercial (2.3%). During the same time period, residential (-19.5%), industrial (-19.5%), and institutional and governmental (-26.8%), posted declines.

Bank of Canada Holds Overnight Rate Steady at 1.75%

With inflation remaining in its target range, the Bank of Canada held its overnight rate steady at 1.75%, as expected, in its January 2020 rate announcement. The Bank's policy statement recognized the slowdown in near term economic growth and a widening output gap. The Bank of Canada did not close the door on future rate cuts noting continued global trade tensions. The next scheduled date for announcing the overnight rate target is March 4, 2020.
According to the Conference Board of Canada, the Provincial economy shrank slightly in 2019, following a 1.6 percent increase in 2018. The forecast for 2020 is for 1.2% growth in real GDP.
