Labour markets ended 2022 on a high note with employment exceeding 2021 by 3.3%

December saw modest slowdowns in employment, housing starts, and building permit growth. Nevertheless, labour markets ended 2022 on a high note with employment exceeding 2021 by 3.3%. The bulk of this employment growth was in the Saskatoon-Biggar region and in full-time jobs.
In other positive news, Saskatchewan experienced record population growth in Q4 2022, topping 1.2 million people for the first time in history. Most other indicators are positive, led by manufacturing sales, wholesale trade, and international exports, and retail trade.
Rising inflation (6.6%), a consequent rise in interest rates, and average weekly wage increases below the rate of inflation remain the only dark clouds on the horizon.

December saw modest slowdowns in employment, housing starts, and building permit growth. Nevertheless, labour markets ended 2022 on a high note with employment exceeding 2021 by 3.3%. The bulk of this employment growth was in the Saskatoon-Biggar region and in full-time jobs.
In other positive news, Saskatchewan experienced record population growth in Q4 2022, topping 1.2 million people for the first time in history. Most other indicators are positive, led by manufacturing sales, wholesale trade, and international exports, and retail trade.
Rising inflation (6.6%), a consequent rise in interest rates, and average weekly wage increases below the rate of inflation remain the only dark clouds on the horizon.

Total average year-to-date employment in Saskatchewan was up 3.3% or 18,608 positions in December 2022 over the same period in 2021.
- Year-to-date employment in December 2022 was up over the same period in 2021 in Utilities (458), Wholesale and Retail Trade (2,817), Transportation and warehousing (1,717), Finance, insurance, real estate and leasing (2,183), Professional, scientific and technical services (2,217), Educational services (2,583), Health care and social assistance (4,792), Information, culture and recreation (2,825), Accommodation and food services (3,917), Other services (117), and public administration (183).
- Year-to-date employment in December 2022 was down in Agriculture (-3,267), Resource Extraction (-825), Manufacturing (-400), and Business, building and other support services (-2,100).
In 2022 the vast majority of year-to-date employment gains have been in full-time employment (18,333) with part-time positions increasing only slightly (258).
The average year-to-date unemployment rate moved from 6.5% in December 2021 to 4.6% in December 2022. Year-to-date, the average number of unemployed is down -11,208 to 27,700 in December 2022 from 38,908 in December 2021. In addition, the number of those of labour force age but not in the labour force increased by 3233 over the same time period as a limited number of individuals withdrew from actively seeking employment amid slowing job growth.
Among Economic Regions, Saskatoon-Biggar had the highest annual average increase in employment in November 2022 at 8.7% followed by Yorkton-Melville at 4.8%. Yorkton-Melville had the lowest unemployment rate at 4.0% followed by Saskatoon-Biggar at 4.4%.
Year-to-date, October 2022 average weekly earnings are up 3.0% over October 2021.
- Sub-sectors that posted increases were: Goods producing industries (4.1%), Mining, quarrying, and oil and gas extraction (4.4%), Construction (0.6%), Manufacturing (8.6%), and non-durable goods (10.6%).

On January 25, the Bank of Canada raised its benchmark interest rate by .25 basis points to 4.5 per cent. After cutting its lending rate to near zero early in the COVID-19 pandemic, the Bank of Canada has raised its benchmark interest rate eight times since March to battle inflation. However, at one quarter of a percentage point, it's also the smallest hike since March, and likely a sign that the bank may be done with hiking rates in the next few months.
According to the Conference Board of Canada in its forecast, GDP is predicted to slow down significantly from the 7.9% increase in 2021 to 3.6% for 2022.

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in November 2022 over November 2021 was 6.6%. The largest contributors were transportation (14.3%) and energy (24.5%).
October 2022 year-to-date retail trade is up by 7.9% over the same period in 2021.
- Sub-sectors that posted increases were: Used car dealers (16.6%), Gasoline stations (30.9%), Electronics and appliance stores (9.4%), Health and personal care stores (4.4%), Clothing and clothing accessories stores (6.4%), Sporting goods, hobby, book and music stores (8.6%), Grocery stores (9.7%), General merchandise stores (7.4%), and all other (31.2%).
- Sub-sectors that posted declines were: new car dealers (-1.1%), Furniture and home furnishings stores (-3.5%), Building material and garden equipment and supplies dealers (-21.5%), and Beer, wine and liquor stores (-11.1%).
October 2022 year-to-date new motor vehicle (units) sales were down -2.8% from October 2021. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were down -0.6% while new passenger cars sales were also down -21.4%.
October 2022 year-to-date restaurant receipts were up 15.1% over the same period in 2021.
- All sub-categories saw increases: Special food services (40.5%), Drinking places (alcoholic beverages) (24.3%), Full-service restaurants (19.0%), and Limited-service eating places (10.2%).

October 2022 year-to-date wholesale trade was up 35.8% over the same period in 2021.
- Sub-sectors that posted increases were: Farm product merchant wholesalers (16.3%), Food, beverage and tobacco merchant wholesalers (11.7%), Agricultural supplies merchant wholesalers (117.3%), Machinery, equipment and supplies merchant wholesalers (13.6%), Building material and supplies merchant wholesalers (12.1%),

Consistent with strong year-to-date building permit and home construction activity, year-to-date November 2022 construction employment was up by 1,333 positions or 3.1% from the same period in 2021.
Feeling the impact of higher borrowing costs and slowing in recent months, December 2022 total year-to-date housing starts are up by 22 units or 0.6% over the same period in 2021.
- Year-to-date increases were limited to apartment and other types (323 units or 21.2%).
- Year-to-date declines were noted in singles (-138 units or -9.5%), semi-detached (-58 units or -26.9%), and row (-105 units or -18.8%).
Despite higher borrowing rates, the average year-to-date Housing Price Index Benchmark Composite Price is up from $312,858 in December 2021 to $325,658 in December 2022 or 4.1% as the province continues to experiences a shortage of lower priced homes for sale.
Although slowing, November 2022 year-to-date building permits are up 22.1% over the same period in 2021.
- All Sub-sectors that posted increases: residential (8.1%), industrial (62.5%), commercial (34.5%), and institutional and governmental (47.0%).
