June 2020 saw a year-over-year decline of 43,600 in the number of employed. This represents a slowing in job losses compared to previous months: a 76,300 decline in April (vs. April 2019) and a further decline of 73,400 in May (vs. May 2019). As the full impact of the pandemic is being felt throughout the rest of the economy, the only major indicators advancing are net international exports, residential housing starts (although slowing), and residential permits. All other major indicators are in decline: non-residential building permits, retail trade, manufacturing sales, new motor vehicles sales, wholesale trade, and restaurant receipts.

Total average year-to-date employment in Saskatchewan was down by -5.9% or -33,833 positions in June 2020 over the same period in 2019. Job losses were spread across full-time (-21,750) and part-time (-12,050).
- Year-to-date employment in June 2020 was up over the same period in 2019 in: Manufacturing (550), other services (433), and Public administration (1,883).
- Year-to-date employment in June 2020 was down in: Agriculture (-700), Resource Extraction (-4050), Utilities (-1,283), Construction (-7,033), Wholesale and Retail Trade (-5,850), Transportation and warehousing (-1,717), Finance, insurance, real estate and leasing (-100), Professional, scientific and technical services (-483), Business, building and other support services (-850), Educational services (-467), Health care and social assistance (-2,233), Information, culture and recreation (-1,750), and Accommodation and food services (-10,233).
The average year-to-date unemployment rate increased from 5.5% in June 2019 to 9.3% in June 2020. Year-to-date, the average number of unemployed is up from 33,450 in June 2019 to 55,567 in June 2020 (or 22,117; 66.1%). In addition, the number of those of labour force age not in the labour force (either working or seeking employment) grew by 17,383 over the same time period, as workers, in the absence of suitable employment options, have stopped looking for work.
Year-to-date, April 2020 average weekly earnings were up 3.9% over April 2019.
- Sub-sectors that posted increases were: Construction (5.7%), Non-durable goods (3.9%), Service producing industries (5.3%), Trade (5.3%), Wholesale trade (1.8%), Retail trade (7.1%), Transportation and warehousing (2.7%), Information and cultural industries (4.6%), Finance and insurance (1.6%), Real estate and rental and leasing (4.9%), Professional, scientific and technical services (2.6%), Management of companies and enterprises (9.1%), Administrative and support, waste management and remediation services (0.4%), Educational services (5.2%), Education special (5.4%), Health care and social assistance (2.5%), Arts, entertainment and recreation (12.8%), Accommodation and food services (3.2%), Other services (except public administration) (9.3%), and Public administration (2.9%).
- Sub-sectors that posted decreases were: Goods producing industries (-0.6%), Mining, quarrying, and oil and gas extraction (-9.8%), Manufacturing (-0.9%), and Durable goods (-3.7%).

April 2020 year-to-date new motor vehicle sales were down -28.3% from April 2019. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were down -25.9%, while new passenger cars sales were also down -44.9%.
April 2020 year-to-date restaurant receipts were down -24.6% over the same period in 2019. Declines were noted in Special food services (-16.1%), Drinking places (alcoholic beverages) (-35.8%), Full-service restaurants (-34.8%), and Limited-service eating places (-9.8%).
April 2020 year-to-date retail trade was down by -7.9% over the same period in 2019.

In the first 6 months of 2020, this trend continued, despite signs of life in residential housing starts. Year-to-date June construction employment was down by 7,000 positions or 15.5% from the same period in 2019.
Recovering from an exceptionally soft 2019, June 2020 total year-to-date housing starts were up by 194 units or 23.3%.
- Year-to-date increases were observed in: apartment and other types (233 units or 109.9%).
- Year-to-date declines were noted in: singles (-9 units or -2.1%), semi-detached (-19 units or -26.4%), and row (-11 units or -8.6%).
May 2020 year-to-date building permits were down -27.9% over the same period in 2019.
- Sub-sectors that posted increases were limited to: residential (1.2%).

In 3 dramatic rate cuts on March 4th, March 13th, and March 27th, the Bank of Canada cut its benchmark interest rate to 0.25%. The Central Bank initially cut its rate to 1.25% at a previously scheduled meeting on March 4th to help counteract the impact of COVID-19. The unscheduled rate decisions on March 13th and 27th shaved a further percentage point from the rate as a proactive measure to boost the economy amid pandemic fears.
In its pre-pandemic Winter 2020 forecast, the Conference Board of Canada's forecast for 2020 was for 1% growth in real GDP and 1.7% in 2021. In its Spring 2020 forecast, accounting for pandemic impacts, the Conference Board now predicts a 5% decline in the province's GDP in 2020, with employment in the province expected to fall by 2.8%. The report expects both GDP and employment to rebound in 2021, by 5.4% and 2.9%, respectively.
