The first 3 months of 2024 saw a stabilization in increases in the annual average rate of employment growth at 2.2%. Growth has been led by employment in Professional, scientific and technical services, business services, and education sectors. Smaller advances in manufacturing and logistics employment are grounds for optimism. However, the unemployment rate, the number of unemployed, and the number of individuals of working age not participating in the labor force are on the rise despite increasing employment because employment gains are not keeping pace with increases in the available labour force. Housing starts opened 2024 with broad based gains across all sub-categories but faltered in March as 2023 gains in apartment/condos were not matched so far in 2024. The first 2 months of 2024 saw exports, manufacturing sales, and retail trade down against early 2023 data. With average weekly earning above the rate of inflation (now broadly thought to be under control), the province saw gains in wholesale trade, motor vehicle sales, and restaurant receipts

Growth has been led by employment in Professional, scientific and technical services, business services, and education sectors. Smaller advances in manufacturing and logistics employment are grounds for optimism. However, the unemployment rate, the number of unemployed, and the number of individuals of working age not participating in the labor force are on the rise despite increasing employment because employment gains are not keeping pace with increases in the available labour force. Housing starts opened 2024 with broad based gains across all sub-categories but faltered in March as 2023 gains in apartment/condos were not matched so far in 2024. Year-to-date employment in March 2024 was up over the same period in 2023 in Manufacturing (1,100), Wholesale and Retail Trade (1,967), Transportation and warehousing (2,233), Professional, scientific and technical services (7,933), Business, building and other support services (3,500), Educational services (3,333), Health care and social assistance (167), Information, culture and recreation (1,900), and other services (300).
Year-to-date employment in March 2024 was down in Agriculture (-3,567), Resource Extraction (-333), Utilities (-933), Finance, insurance, real estate and leasing (-1,033), Accommodation and food services (-267), and public administration (-1,067).
- Total average year-to-date employment in Saskatchewan was up by 2.2% or 12,633 positions in March 2024 over the same period in 2023.
The average year-to-date unemployment rate moved from 4.8% in March 2023 to 5.4% in March 2024
Year-to-date, the average number of unemployed is up 4,467 to 33,900 in March 2024 from 29,433 in March 2023.
In addition, the number of those of labour force age but not in the labour force increased by 9,633 over the same time period in 2023 as a number of individuals withdrew from the labour market amid rising unemployment.
- Among Economic Regions, Economic Region 30 (Saskatoon-Biggar) had the highest annual average increase in employment in March 2024 at 6.4% followed by Economic Region 40 (Yorkton-Melville) at 5.1%.
- Economic Region 50-60 (Prince Albert and Northern) had the lowest unemployment rate at 4.6% followed by Economic Region 20 (Swift Current-Moose Jaw) at 4.8%.
Year-to-date, January 2024 average weekly earnings are up 2.5% over January 2023.
- Sub-sectors that posted increases were Goods producing industries (0.3%), Construction (2.3%), Manufacturing (5.2%), Service producing industries (3.0%), Trade (5.1%), Transportation and warehousing (2.3%), Information and cultural industries (2.3%), Professional, scientific and technical services (3.2%), Management of companies and enterprises (21.3%), Educational services (1.9%), Health care and social assistance (3.9%), Arts, entertainment and recreation (10.1%), Accommodation and food services (13.5%), and other services (except public administration) (4.1%).
- Sub-sectors that posted decreases were Mining, quarrying, and oil and gas extraction (-3.6%), Finance and insurance (-10.9%), Real estate and rental and leasing (-13.8%), and Administrative and support, waste management and remediation services (-5.2%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in February 2024 over February 2023 was 1.8%. The largest contributors were food (3.9%), shelter (4.4%), recreation, education and reading (8.3%), and Health and personal care (3.3%).
January 2024 year-to-date retail trade is down by -2.9% over the same period in 2023.
- Sub-sectors that posted increases were Furniture and home furnishings stores (23.0%), Building material and garden equipment and supplies dealers (2.9%), Health and personal care stores (12.3%), Clothing and clothing accessories stores (1.8%), General merchandise stores (2.2%), and all other (11.4%).
- During the same time period, new car dealers (-10.5%), Used car dealers (-25.3%), Gasoline stations (-1.1%), Electronics and appliance stores (-4.1%), Sporting goods, hobby, book and music stores (-8.0%), Grocery stores (-1.1%), and Beer, wine and liquor stores (-39.4%) posted declines.
January 2024 year-to-date new motor vehicle (units) sales were up 15.9% from January 2023. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 18.0% while new passenger cars sales were down -13.7%.
January 2024 year-to-date restaurant receipts were up 3.4% over the same period in 2023. Within restaurant receipts Special food services (7.1%) and Limited-service eating places (6.8%) increased. At the same time, declines were noted in Drinking places (alcoholic beverages) (-6.1%) and Full-service restaurants (-1.5%).
