Saskatchewan's economy in early 2025 showed mixed results across various sectors. Employment rose by 1.7% year-to-date in January, adding 9,900 positions compared to the same period in 2024, with gains concentrated in full-time jobs (+20,000) and declines in part-time positions (-6,900). Key sectors such as Agriculture, Resource Extraction, Construction, and Health Care saw growth, while Utilities, Wholesale and Retail Trade, and Professional Services experienced declines. The unemployment rate increased from 5.1% to 5.6%, with the number of unemployed rising by 4,000 and labor force non-participation growing by 12,600. Housing starts fell by 9%, but the Housing Price Index rose 6.8%. Inflation remained modest at 1.4%, driven by food (+3.3%) and shelter (+3.7%). Building permits surged by 17.5%, led by institutional projects (+103.5%), while commercial permits declined (-7.7%). International merchandise exports dropped by 8.3%, with energy products and chemicals showing gains but machinery and consumer goods falling sharply. Retail trade grew by 2.5%, boosted by health/personal care stores (+9.7%) and grocery stores (+6.3%), despite declines in electronics/appliance stores (-8.9%) and liquor stores (-29.4%). Manufacturing sales fell by 6.7%, driven by machinery (-20.3%) and food manufacturing (-6%). New motor vehicle sales increased by 13.9%, led by trucks/SUVs (+15.4%). Wholesale trade declined by 16.2%, while average weekly earnings rose by 4%. Population growth reached an all-time high of 1,246,691 due to strong international immigration, despite negative inter-provincial migration trends since 2013. The Bank of Canada reduced its policy interest rate to 3%, citing stable inflation near its target but concerns over potential trade conflicts with the U.S., while real GDP growth is forecasted to slow to 1.8% in 2024 after stronger growth in prior years.

Year-to-date employment in January 2025 was up over the same period in 2024 in Agriculture (3,500), Resource Extraction (2,600), Construction (6,300), Manufacturing (300), Transportation and warehousing (2,900), Educational services (2,500), Health care and social assistance (5,900), Information, culture and recreation (1,800), Accommodation and food services (500), and Public administration (2,200).
Year-to-date employment in January 2025 was down in Utilities (-600), Wholesale and Retail Trade (-2,400), Finance, insurance, real estate and leasing (-2,200), Professional, scientific and technical services (-6,900), Business, building and other support services (-3,600), and Other services (-3,300).
- So far in 2025, the majority of year-to-date employment gains have been in full-time employment (+20,000) with part-time positions decreasing by -6,900.
The average year-to-date unemployment rate moved from 5.1% in January 2024 to 5.6% in January 2025. Year-to-date, the average number of unemployed is up by 4,000 to 35,400 in January 2025 from 31,400 in January 2024. In addition, the number of those of labor force age but not in the labor force increased by 12,600 over the same time period.
- Among Economic Regions: Economic Region 20 Swift Current-Moose Jaw had the highest annual average increase in employment in January 2025 at 5.3%, Economic Region 20 Swift Current-Moose Jaw Unemployment Rate had the lowest unemployment rate at 4.3%.

On January 29, 2025, the Bank of Canada reduced its policy interest rate by 25 basis points to 3%. This decision marks the BoC's sixth consecutive rate cut in 2024. While inflation has held near the bank’s two per cent target since August and household spending is picking up, the potential for a trade conflict with the United States has clouded the economic and inflation outlooks. The next scheduled interest rate announcement is on March 12, 2025.
According to the Saskatchewan Finance in its 2023-2024 budget forecast, real GDP is predicted to slow down significantly from the 4.8% increase in 2021 to 1.3% for 2022 and 1.8% in 2024.

November 2024 year-to-date retail trade was up by +2.5% over the same period in 2023: Increases were observed in gasoline stations (+6.3%), furniture/home furnishings stores (+5.6%), health/personal care stores (+9.7%), grocery stores (+6.3%), general merchandise stores (+3%), and all other categories (+41%). Declines were noted for new car dealers (-0.4%), used car dealers (-27.8%), electronics/appliance stores (-8.9%), building material/garden equipment/supplies dealers (-5.9%), clothing/accessories stores (-1%), sporting goods/hobby/book/music stores (-6.5%), beer/wine/liquor stores (-29.4%).
November 2024 year-to-date new motor vehicle unit sales increased by +13.9% from November 2023: New minivans, sport-utility vehicles, light/heavy trucks/vans/buses sales increased by +15.4%, while new passenger car sales decreased by -5.2%.
December 2024 year-to-date wholesale trade decreased by -16.2% over the same period in 2023: Farm product merchant wholesalers excluding oilseed/grain posted a decrease of -7%. Petroleum product merchant wholesalers saw declines as well.
- Year-to-date November average weekly earnings increased by +4%. Goods-producing industries rose +3%, mining/quarrying/oil extraction rose +10%, while administrative support fell slightly.
- November 2024 year-to-date restaurant receipts were up by 3.9% over the same period in 2023
