Professional, scientific, and technical services industry leads surge in employment growth in final month of 2023

The last month of 2023 saw another surge in the annual average rate of employment growth to 1.8%. Growth has been led by employment in Professional, scientific and technical services industry in full time positions. Despite increasing employment, both the unemployment rate and the number of unemployed posted small increases. Housing starts, benefitting from a late surge in apartment/condo construction, are ahead of 2022 levels. Wholesale trade, restaurant receipts, and building permits are well ahead of 2022 levels. Most of the other indicators are in decline or showing signs of slowing: manufacturing sales and international exports and are in decline while, retail trade and new car sales are posting only anemic growth.
Inflation is easing, but at 4%, it is still at a level that precludes any interest rate cuts. Average weekly wage increases are below the rate of inflation leading to weak retail activity and the number of individuals of working age not participating in the labor force is on the rise as unemployment posts minor advances.

The last month of 2023 saw another surge in the annual average rate of employment growth to 1.8%. Growth has been led by employment in Professional, scientific and technical services industry in full time positions. Despite increasing employment, both the unemployment rate and the number of unemployed posted small increases. Housing starts, benefitting from a late surge in apartment/condo construction, are ahead of 2022 levels. Wholesale trade, restaurant receipts, and building permits are well ahead of 2022 levels. Most of the other indicators are in decline or showing signs of slowing: manufacturing sales and international exports and are in decline while, retail trade and new car sales are posting only anemic growth.

Year-to-date employment in December 2023 was up over the same period in 2022 in Resource Extraction (667), Utilities (833), Manufacturing (1,142), Wholesale and Retail Trade (717), Transportation and warehousing (3,108), Professional, scientific and technical services (5,667), Business, building and other support services (2,317), Educational services (4,025), Information, culture and recreation (1,333), Accommodation and food services (250), and public administration (875).
Year-to-date employment in December 2023 was down in Agriculture (-3,258), Finance, insurance, real estate and leasing (-1,258), Health care and social assistance (-1,033), and other services (-1,125).
- Total average year-to-date employment in Saskatchewan was up 1.8% or 10,700 positions in December 2023 over the same period in 2022.
- So far, in 2023 the majority of year-to-date employment gains have been in full-time- employment 11,583 with part-time positions decreasing by -900.
The average year-to-date unemployment rate moved from 4.7% in December 2022 to 4.8% in December 2023.
Year-to-date, the average number of unemployed is up 1,142 to 29,633 in December 2023 from 28,492 in December 2022. In addition, the number of those of labour force age but not in the labour force increased by 11,799 over the same time period as job seekers withdrew from the labour force amid rising unemployment.
- Among Economic Regions, Economic Region 10 Regina-Moose Mountain and Economic Region 40 Yorkton-Melville both had the highest annual average increase in employment in December 2023 at 3.2%.
- Economic Region 20 Swift Current-Moose Jaw had the lowest unemployment rate at 4.0% followed by and Economic Region 40 Yorkton-Melville at 4.5%.
Year-to-date, October 2023 average weekly earnings are up 2.4% over October 2022.
- Sub-sectors that posted increases were: Goods producing industries (3.7%), Construction (5.7%), Manufacturing (5.1%), Service producing industries (1.9%), Trade (1.9%), Transportation and warehousing (1.7%), Information and cultural industries (3.6%), Finance and insurance (2.9%), Real estate and rental and leasing (0.6%), Professional, scientific and technical services (3.3%), Administrative and support, waste management and remediation services (6.2%), Educational services (0.3%), Health care and social assistance (3.4%), Arts, entertainment and recreation (4.6%), and other services (except public administration) (4.7%).
- Sub-sectors that posted decreases were: Mining, quarrying, and oil and gas extraction (-0.7%), Management of companies and enterprises (-0.1%), and Accommodation and food services (-3.9%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in November 2023 over November 2022 was 4.0%. The largest contributors were food (7.7%), shelter (6.4%), recreation, education and reading (8.3%), and Health and personal care (6.2%).
October 2023 year-to-date retail trade is up 0.9% over the same period in 2022.
- Sub-sectors that posted increases were: New car dealers (12.9%), Health and personal care stores (8.7%), Sporting goods, hobby, book and music stores (5.0%), General merchandise stores (7.4%), and all other (20.5%).
- During the same time period, used car dealers (-25.6%), Gasoline stations (-8.4%), Furniture and home furnishings stores (-0.7%), Electronics and appliance stores (-3.4%), Building material and garden equipment and supplies dealers (-0.8%), Clothing and clothing accessories stores (-0.4%), Grocery stores (-8.36%), and Beer, wine and liquor stores (-10.8%) posted declines.
October 2023 year-to-date new motor vehicle (units) sales were up 2.9% from October 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 4.1% while new passenger cars sales were down -10.0%.
October 2023 year-to-date restaurant receipts were up 11.0% over the same period in 2022. Within restaurant receipts, all sub-categories increased: Special food services (22.7%), Drinking places (alcoholic beverages) (5.7%), Full-service restaurants (9.6%), and Limited-service eating places (11.2%).

Year-to-date increases were observed in semi-detached (42 units or 30.9%) and apartment and other types (605 units or 33.7%). Year-to-date declines were noted in singles (-234 units or -19.0%) and row (-184 units or -42.7%).
The average year-to-date Housing Price Index Benchmark Composite Price is up from $324,717 in December 2022 to $324,975 in December 2023 or 0.1% as higher borrowing costs dampened demand.
November 2023 year-to-date building permits are up 14.8% over the same period in 2022. Sub-sectors that posted increases were: residential (14.4%), industrial (37.1%), and institutional and governmental (60.2%). During the same time period, only commercial (-4.2%) posted a decline.
