Professional, scientific and technical services, transportation and warehousing, and education industries lead employment growth in third quarter

The beginning of the third quarter of 2023 saw a minor uptick in the annual average rate of employment growth at 1.3%. Growth has been led by employment in Professional, scientific and technical services, transportation and warehousing, and education industries. The unemployment rate stabilized at 4.9% and the number of unemployed posted a minor advance. Most of the other indicators are in decline or showing signs of slowing: housing starts, exports, and manufacturing sales are in decline while retail trade and building permits are posting only weak growth. Only wholesale trade and restaurant receipts are maintaining a solid upward trajectory.
Inflation is showing signs of slacking but at 4.6% still remains stubbornly high which has led to a rise in interest rates. Average weekly wage increases are below the rate of inflation and the number of individuals of working age not participating in the labor force is on the rise amid slow employment growth.

The beginning of the third quarter of 2023 saw a minor uptick in the annual average rate of employment growth at 1.3%. Growth has been led by employment in Professional, scientific and technical services, transportation and warehousing, and education industries. The unemployment rate stabilized at 4.9% and the number of unemployed posted a minor advance. Most of the other indicators are in decline or showing signs of slowing: housing starts, exports, and manufacturing sales are in decline while retail trade and building permits are posting only weak growth. Only wholesale trade and restaurant receipts are maintaining a solid upward trajectory.

Year-to-date employment in September 2023 was up over the same period in 2022 in Resource Extraction (1,356), Utilities (878), Manufacturing (522), Transportation and warehousing (3,378), Professional, scientific and technical services (4,878), Business, building and other support services (1,678), Educational services (3,089), Health care and social assistance (256), Information, culture and recreation (644), Accommodation and food services (844), and public administration (478).
Year-to-date employment in September 2023 was down in Agriculture (-3,089), Wholesale and Retail Trade (-444), Finance, insurance, real estate and leasing (-789), and other services (-1,300).
- Year-to-date September 2023 construction employment was down -4,800 or -10.0% from the same period in 2022 with weak residential construction activity.
- So far in 2023, the majority of year-to-date employment gains have been in full-time- employment (7,744) with part-time positions decreasing by -256.
- The average year-to-date unemployment rate was unchanged from September 2022 at 4.9%. Year-to-date, the average number of unemployed is up 656 to 30,433 in September 2023 from 29,778 in September 2022. In addition, the number of those of labour force age but not in the labour force increased by 14,500 over the same time period as a number of individuals withdrew from the labour force amid slowing job growth.
Among Economic Regions, Economic Region 10 (Regina-Moose Mountain) had the highest annual average increase in employment in September 2023 at 2.6% followed by Economic Region 30 (Saskatoon-Biggar) at 1.2%. Economic Region 20 (Swift Current-Moose Jaw) had the lowest unemployment rate at 3.9% followed by Economic Region 30 (Saskatoon-Biggar) at 4.6%.
Year-to-date, July 2023 average weekly earnings are up 2.4% over July 2022.
- Sub-sectors that posted increases were Goods producing industries (4.6%), Mining, quarrying, and oil and gas extraction (1.5%), Construction (5.7%), Manufacturing (5.3%), Service producing industries (1.7%), Trade (2.1%), Transportation and warehousing (2.8%), Information and cultural industries (2.7%), Finance and insurance (4.2%), Real estate and rental and leasing (4.6%), Professional, scientific and technical services (3.2%), Administrative and support, waste management and remediation services (4.8%), Health care and social assistance (2.7%), Arts, entertainment and recreation (3.5%), and other services (except public administration) (5.1%).
- Sub-sectors that posted decreases were Management of companies and enterprises (-4.1%), Educational services (-1.3%), and Accommodation and food services (-7.6%).

The average year-to-date rate of change in the all-items Consumer Price Index (inflation) in August 2023 over August 2022 was 4.6%. The largest contributors were food (8.7%), shelter (6.7%), recreation, education and reading (8.1%), and Health and personal care (6.8%).
July 2023 year-to-date retail trade is up by 1.0% over the same period in 2022.
- Sub-sectors that posted increases were new car dealers (16.5%), Furniture and home furnishings stores (1.3%), Building material and garden equipment and supplies dealers (0.9%), Health and personal care stores (9.7%), Clothing and clothing accessories stores (0.9%), Sporting goods, hobby, book and music stores (9.5%), General merchandise stores (8.5%), and all other (12.9%).
- During the same time period, used car dealers (-22.9%), Gasoline stations (-12.6%), Electronics and appliance stores (-2.2%), Grocery stores (-12.63%), and Beer, wine and liquor stores (-0.4%) posted declines.
July 2023 year-to-date new motor vehicle (units) sales were unchanged from July 2022. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales were up 0.9% while new passenger cars sales were also down -10.0%.
July 2023 year-to-date restaurant receipts were up 13.4% over the same period in 2022. Within restaurant receipts, all sub-categories posted increases: Special food services (29.4%), Drinking places (alcoholic beverages) (9.2%), Full-service restaurants (11.8%), and Limited-service eating places (13.3%).

Year-to-date declines were noted in singles (-317 units or -31.4%) and row (-139 units or -39.9%).
The average year-to-date Housing Price Index Benchmark Composite Price is down from $326,92 in September 2022 to $325,411 in September 2023 or -0.5% as higher borrowing costs bite into demand.
