Saskatchewan’s economy in 2025 showed steady but uneven growth across sectors. Housing activity surged, with starts up 47.7% and the benchmark housing price rising 7% to $359,186. Inflation remained moderate at 1.7%, led by higher food, shelter, and recreation costs. Building permits increased 21.1%, but international merchandise exports fell 4.6% amid declines in energy and resource products. Retail trade grew 4.6%, manufacturing sales fell 5.9%, and wholesale trade contracted 4.9%, though vehicle sales jumped 14.5%. Year-to-date employment in September 2025 was up over the same period in 2024 in Agriculture (1,433), Resource Extraction (1,567), Utilities (844), Construction (5,778), Educational services (922), Health care and social assistance (9,356), Information, culture and recreation (1,644), Accommodation and food services (878), Other services (467), and public administration (3,856).
So far, in 2025 the majority of year-to-date employment gains have been in full-time employment (13,878), with part-time positions increasing by 2,122.
The average year-to-date unemployment rate moved from 5.6% in September 2024 to 5.2% in September 2025.
Year-to-date, the average number of unemployed is down -1,822 to 33,578 in September 2025 from 35,400 in September 2024. In addition, the number of those of labour force age but not in the labour force increased by 8,067 over the same time period.
Among Economic Regions, Economic Region 10 Regina-Moose Mountain had the highest annual average increase in employment in September 2025 at 4.3%. Economic Region 20 Swift Current-Moose Jaw had the lowest unemployment rate at 3.6%.

The Bank of Canada kept the target for the overnight rate at 2.25 percent at its December 10, 2025 announcement, following earlier cuts that brought the rate down to this level in October. In its recent communications, the Bank has indicated that the current rate is “about the right level” to keep inflation near the 2 percent target while supporting the economy through a structural adjustment period, including trade-related headwinds.
According to the Saskatchewan Finance in its 2025-2026 budget forecast, real GDP is predicted grow by 1.6% in 2024 and 1.8% in 2025.

- Sub-sectors that posted increases were motor vehicle and parts dealers (1.2%), building material and garden equipment and supplies dealers (31.8%), food and beverage retailers (4.5%), furniture, home furnishings, electronics and appliances retailers (10.0%), general merchandise retailers (2.3%), health and personal care retailers (11.7%), gasoline stations and fuel vendors (2.5%), clothing, clothing accessories, shoes, jewelry, luggage and leather goods retailers (13.5%), sporting goods, hobby, musical instrument, book, and miscellaneous retailers (10.6%).
July 2025 year-to-date new motor vehicle (units) sales were up 14.5% from July 2024. New minivans, sport-utility vehicles, light and heavy trucks, vans and buses sales increased by 15.6% while new passenger car sales declined by -1.6%.
July 2025 year-to-date wholesale trade was down -4.9% over the same period in 2024.

- Sub-sectors that posted decreases were petroleum, petroleum products, and other hydrocarbons merchant wholesalers (-3.0%), personal and household goods merchant wholesalers (-37.4%), machinery, equipment and supplies merchant wholesalers (-4.5%), and miscellaneous merchant wholesalers (-9.8%).

July 2025 year-to-date restaurant receipts were up 6.9% over the same period in 2024. Within restaurant receipts, special food services (9.1%), full-service restaurants (3.0%), limited-service eating places (10.2%), and other categories (4.7%) increased. At the same time, declines were noted in drinking places (alcoholic beverages) (-13.8%).

The average year-to-date Housing Price Index Benchmark Composite Price is up/down from $335,729 in September 2024 to $359,186 in September 2025 or 7.0%.
June 2025 year-to-date building permits are up 21.1% over the same period in 2024. Sub-sectors that posted increases were limited to residential (23.2%) and institutional and governmental (75.6%) while only Industrial (-2.9%) posted a decline.
